Artease Cafe sits quietly on the second floor of Punggol Regional Library, offering a calm retreat for those who want to pair a good read with some casual dining. It’s the only air-conditioned eatery within this level, making it a sought-after spot during warmer afternoons or when the library fills up with visitors looking to settle down.

The cafe’s atmosphere leans toward the laid-back and unhurried. You’ll find a mix of solo visitors engrossed in books or laptops, as well as small groups taking relaxed breaks between library sessions. The overall vibe reflects the library’s quiet, contemplative character, amplified by gentle cafe background sounds and the occasional turn of a page.

Food-wise, Artease offers a simple menu that suits light meals and sweet treats, with a few heartier options like the Teriyaki Chicken Spaghetti Set Meal and Oyakodon if you need something more filling. A highlight for many visitors is their croffles paired with gelato — an indulgence that brings a playful contrast of textures and temperatures, perfect for afternoon tea. For drinks, the Salted Caramel Boba Fresh Milk and Taiwanese-style milk teas offer refreshing variations on cafe classics, while espresso choices like vanilla latte and flat white fill out the menu for coffee lovers.

One important note for those seeking halal options: Artease Cafe meets this requirement, which is relatively rare for cafes embedded in public spaces like this. This inclusivity resonates with a diverse crowd from the neighborhood.

The best time to visit tends to be weekday afternoons or quieter weekend moments soon after peak library hours, as the cafe can get busy when the library hosts events or during weekends. Seating availability improves as the day progresses or when visitors step away for brief library strolls.

In all, Artease Cafe functions less like a typical bustling cafe and more like an integrated part of the library ecosystem — a space for slower-paced enjoyment of food, drink, and literature in one go. It’s a comforting spot for anyone who wants to combine study, leisure, and a modest cafe meal without leaving the building.

This cafe also has many Gelato, which surprised me. It's also very convenient for reading in the library. It's the only air-conditioned restaurant on the second floor of this area. The afternoon tea time here is great.

I am touched that the Punggol Regional Library has such a café. I spent a peaceful and pleasant afternoon here, reading books, drinking coffee, and enjoying afternoon desserts. Most importantly, it’s halal, which is very rare.

Discovered a hidden gem by the side of library, the Café serving Gelato fulfilled our tea break with affogato n' croffle, each unique delicacy is tailored heartfully, btw, have to mention amazingly the hospitable and forthright crews!

It is nice to see that there are actually a cafe situated within the Punggol Regional Library. The ambience is very good, calm and relaxing, and everyone have been doing their own leisure activities. I came during Saturday and it is full the first time i arrived. But after exploring the library and came back the second time, i am delighted that there are now seats. I ordered their brown sugar pearl fresh milk, and it is actually not bad, reasonable quality as compared to typical bubble tea standard.

we had a cheesecake feast! The library café that we visit at least three times a week—highly recommend it to everyone. It's a rare tranquil spot in the One Punggol area!

Cafe inside Punggol Library. I needed a drink though i can just go out to the hawker for a cheaper price. It was situated at level 2 which is at junior section. Can expect noisy kids and ranting parents. Limited choices but there is brown sugar BBT.

The cream pasta is very nice. Thanks! I like the sauce coz it's very unique and not too thick. The gelato and the croffle is amazing. Not sure why some people are complaining it's horrible. It's really good. The atmosphere is better now - there are lesser students occupying the tables and you can really sit down with a good book to read. All those students complaining about tables. There are so many table benches and eateries outside the library and around the building they can go to. Keep up the good work, cafe!
